Pastor Tim and Penny Pilarski began attending Family Church Fredonia, then called Bible Christian Fellowship, in the mid 1990s. Having served faithfully in the ministry of helps for over two decades, they felt the call of God to step out and pastor a church.

Pastor Tim and Penny relocated to North East, PA where God has called them to start another Family Church.They started North East Family Church in North East, PA in 2013 and relocated the church to Ripley NY in 2018, now called Victory Family Church.They both graduated from the Family Church Ministry Training Center in Jamestown, NY.

Pastor Tim was licensed as a minister in January of 2013, and has since retired from his career to pursue full time ministry. They have been married since 1976, and have one daughter; Holly.
